ENERGY STAR Verification Package

ENERGY STAR is a voluntary program developed by the U.S. Environmental Protection Agency (EPA) that provides guidelines and requirements for building and certifying energy-efficient homes. The program's primary goal is to reduce energy consumption and carbon emissions in the residential building sector by promoting energy-efficient construction practices.


Homes that meet the ENERGY STAR requirements are designed and built to be more energy efficient than standard homes, which results in lower energy bills and reduced greenhouse gas emissions.

Step 1: ENERGY STAR Modeling/Projection, Preliminary Review (Item-by-Item) from the Rater Field and Rater Design Review Checklists

  • Modeling/Projection: Our team of experts will start by reviewing the home's plans, using data from them to develop an energy model for the home. An energy model uses specialized software to analyze various factors of the home to predict its energy performance, identify potential inefficiencies, and assess the home's overall energy efficiency. 
  • Checklist Review: The team will then compare the ENERGY STAR certification checklists with the home's plans to ensure all the requirements are met. View the checklists here.


Step 2: ENERGY STAR Pre-Drywall Energy Inspection (ESPDEI)

  • Framing, Air Sealing, Insulation, and Air Barrier Installation Inspection: Our experts walk the job site, carefully looking for any areas needing improvement before drywall is installed. 
  • Preliminary Duct Leakage Testing: A duct blaster depressurizes or pressurizes the ductwork, allowing for the detection of air leaks. The test measures the air leakage rate and helps identify areas that require further sealing to improve energy efficiency.
  • HVAC Air Flow Testing: A test that checks air flow, watt draw, and refrigerant charge to verify ENERGY STAR compliance. 


Step 3: ENERGY STAR Final Test Out



ENERGY STAR National Rater Field Checklist

  • Thermal Enclosure System Inspection: An inspection of high-performance fenestration and insulation, fully-aligned air barriers, reduced thermal bridging, and air sealing to ensure compliance with ENERGY STAR requirements. 
  • HVAC System Inspection: Inspects heating and cooling equipment, duct quality installation, dwelling unit mechanical ventilation systems and inlets in return duct, local mechanical exhaust, filtration, and combustion appliances to ensure compliance with ENERGY STAR requirements.


ENERGY STAR National Program Requirements

  • Cooling Equipment Inspection: Ensures cooling equipment is modeled at the applicable ENERGY STAR required efficiency levels.
  • Heating Equipment Inspection: Ensures heating equipment is modeled at the applicable ENERGY STAR required efficiency levels. 
  • Envelope, Windows, & Doors Inspection: Ensures proper insulation and installation to meet ENERGY STAR requirements. 
  • Water Heater Inspection: Ensures water heater is modeled at the applicable ENERGY STAR required efficiency levels. 
  • Thermostat & Ductwork Inspection: Ensures thermostat and ductwork are modeled as required by ENERGY STAR. 
  • Lighting & Appliance Inspection: Ensures all appliances, light bulbs, and light fixtures are modeled as required by ENERGY STAR.

Once scheduled, we will conduct a home performance assessment. This includes: 

  • Homeowner Interview: A discussion where we identify your issues and understand your typical living patterns. 
  • Energy Bills Review: If available, we will review the historical energy use in your home. This serves as a benchmark for projected savings estimates. 
  • Home Evaluation: To determine their condition, we will inspect the exterior, interior, home envelope, and all mechanical systems. 
  • Safety Check & Testing: We will perform diagnostic tests to identify leaks, moisture problems, or ventilation issues and assess the home's energy performance. 
  • Home Improvement Recommendations: We will provide you with a prioritized list of improvement measures based on health and safety issues, comfort, and overall cost-benefit. 
  • Final Test: Finally, when work is completed, we will run a final set of tests to measure the improvements in energy efficiency.
